Overview

Action Network is an organizing toolkit for progressive groups that need to publish campaigns and communicate with supporters in the same system. It suits grassroots teams through federated organizations, but groups needing a general CRM, a website, or offline organizing should look elsewhere.

Founded in 2012, the platform is operated by Action Squared Inc.; Action Network says it is a 501(c)(4) nonprofit and the company’s sole shareholder. Campaign formats include petitions, surveys, letters to legislators, event RSVPs, ticketed pages, and fundraising forms. That range makes it practical for organizations coordinating several kinds of supporter action, provided records can be tied to an email address or phone number.

Key features

Campaigns and communications

Email combines custom templates, personalization, targeting, A/B testing, automated workflows, drip campaigns, and analytics. These tools support both one-off appeals and ongoing supporter journeys, while list downloads give organizations a way to export their data. Mobile campaigns support SMS and MMS, but messaging is a separate add-on available only with an email partnership; groups should not assume it comes with a base plan.

Events and fundraising

Event functions cover RSVP management, reminders, self check-in, ticketing, and maps, reducing the need to assemble separate tools for event participation and follow-up. Fundraising pages support recurring giving and donor management, which fits campaigns that need more than a one-time contribution form.

Integrations, API, and security

Action Network offers a full Salesforce sync, built-in Catalist and SpeechifAI integrations, and connections including ActBlue, CallHub, Zapier, Make, and n8n. Its REST API can retrieve and post data and sync systems, but access is limited to paying partners. That makes it more useful for organizations prepared to pay for integration access than for free users seeking an open connection layer.

The company says it encrypts stored data and traffic, uses HTTPS/SSL on pages and widgets, and is PCI compliant; Stripe handles card information. Plans include unlimited email support, a getting-started training series, and help articles, with a weekly demo on Tuesdays at 1pm Eastern.

Pricing

The pricing model is freemium, with a free plan and paid plans starting at $15/mo. The free option is positioned for grassroots activists. It is a sensible entry point for small groups testing basic organizing needs, but paid-partner-only API access and the separately priced mobile add-on matter if a campaign depends on integrations or texting.

Free: Free. Free tools for grassroots activists; a fit for individual organizers or early-stage efforts.
Movement: 15.00 USD per month, starting at $15/mo. Aimed at single, small to midsize organizations. Usage is $1.25 per 1,000 emails, with a $15 monthly minimum covering the first 12,000 emails. Mobile messaging is a separate add-on.
Network: 125.00 USD per month, starting at $125/mo. Intended for federated or multi-group organizations. Usage is $2.50 per 1,000 emails, with a $125 monthly minimum covering the first 50,000 emails. Mobile messaging is also a separate add-on.
Boost: 450.00 USD per month, starting at $450 per month. This is an add-on for advanced tools and features, with a flat monthly price of $450 below 2 million emails, $750 for 2–8 million, and $1,050 above 8 million.
Enterprise: custom pricing for organizations with 1M+ monthly emails.

Movement and Network tie monthly minimums to included email volumes, then charge by usage, so organizations should compare expected sending volume with the relevant tier rather than treating the starting price as an all-in quote. Boost is a volume-tiered add-on, not a replacement base plan.

Platforms

Action Network is available on web and through an API. API access is reserved for paying partners, so organizations choosing the free plan should not count on it for system syncing.

Who it's for

Action Network is best suited to progressive organizations running petitions, legislative outreach, events, fundraising, and email campaigns in a shared organizing environment. Its Movement tier targets single small and midsize groups, while Network is aimed at federated or multi-group structures. It is a poor fit for teams that need general CRM functions, websites, offline organizing, or FEC compliance, and its contact requirement excludes activist records without either an email address or phone number.

Pros and cons

Pros: Campaign publishing, email, events, and fundraising sit together, supporting varied organizing work without splitting each action type across tools.
Pros: Email includes testing, automation, targeting, and analytics, useful for groups managing more than occasional blasts.
Pros: Salesforce sync and integrations with Catalist, SpeechifAI, ActBlue, CallHub, Zapier, Make, and n8n offer routes to connect organizing with adjacent systems.
Cons: SMS and MMS require a separate add-on tied to an email partnership, adding cost and a plan dependency for mobile-first outreach.
Cons: API access is not included for free users, limiting direct system integration at the entry level.
Cons: The platform does not cover websites, offline organizing, general CRM work, or FEC compliance, and records require an email or phone number.

Alternatives

Changemaker Lite is worth considering when self-hosting, unlimited users and data, and a free forever option matter more than a hosted organizing setup; its self-hosted plan includes 45+ campaign tools and community support. New/Mode may suit an individual seeking a free starting point, with unlimited contacts, smart petitions, email blasts, email-your-rep campaigns, and social advocacy tools.

ActionKit is another paid web and API option for advocacy organizations. CiviClick is a paid web and API alternative. ControlShift offers custom pricing through an order form for customer approval. VoterVoice supports customized packages covering jurisdictions, grassroots advocacy, and policy monitoring, and is available on Android, iOS, and web. Quorum Grassroots tailors pricing to organization size and needs, including users, advocate database size, and feature requirements. Muster starts at $99/mo for its Advocacy CRM, with pricing scaling by contacts stored and tools such as district matching, segmentation, sign-up forms, advocate mapping, and custom features.

Verdict

Choose Action Network if a progressive organization wants petitions, email, events, and fundraising under one organizing platform, with tiers for both small teams and federated groups. Its breadth is the central reason to choose it; the main reasons to look elsewhere are its defined scope limits and the extra commitment required for mobile messaging and API access.
