Overview

VICE covers eight Commodore systems: the C64, C64DTV, C128, VIC20, PET, PLUS4, SCPU64, and CBM-II. That range makes it a practical starting point for people with varied interests across the Commodore 8-bit family. The important qualification is maturity: the manual warns that the C64DTV, C128, PET, PLUS4, SCPU64, and CBM-II emulators may be less capable than the C64 and VIC20 emulators.

The project aims for cycle accuracy, with 6502/6510 emulation, documented and undocumented opcodes, and close attention to chip timing. For C64 software, VIC-II video and SID sound emulation includes synchronization, ring modulation, and filters. This hardware focus is valuable when software depends on original-machine behavior, though it does not remove the stated maturity gap between systems.

VICE is free software under GNU GPL version 2 or, at the recipient’s option, any later version. It is distributed without warranty, including implied warranties of merchantability or fitness for a particular purpose.

Key features

Eight Commodore systems: The broad selection is useful if one emulator needs to cover several machines, but users targeting one of the six under-construction systems should expect less capability than with C64 or VIC20 emulation.
Cycle-focused processor emulation: Documented and undocumented 6502/6510 opcodes and precise timing are intended to reproduce the behavior of the original hardware, a priority for software sensitive to timing.
C64 video and sound: VIC-II video and SID sound emulation includes synchronization, ring modulation, and filters, giving C64 users more than basic program execution.
Disk and input support: Emulators can use up to four external disk drives, disk images, filesystem directories, or compatible real devices. Joystick input can come from the keyboard or a host-connected joystick.
Monitor integration: A stable binary monitor interface is used by C64 Studio and debugger projects, which may suit users building a workflow around debugging Commodore software.
Netplay: Support is included, alongside shader/upscaling support. VICE is not an arcade emulator, and a BIOS is required.

Pricing

VICE — free. The free plan is the software itself, distributed under GNU GPL version 2 or later, with no warranty. There is no free trial because VICE is free to use. This is a straightforward fit for individual users who want Commodore emulation without a purchase; the trade-off is that support is community-directed rather than a paid service, and the developers ask users to consult the manual before contacting them.

Bug reports, suggestions, and support requests go to SourceForge trackers, with email also accepted. The developers work on VICE in their spare time, so users who need guaranteed support or warranty coverage should look elsewhere.

Platforms

VICE supports Android, Linux, macOS, and Windows. Windows downloads include 64-bit GTK3 and SDL2 builds. macOS builds are available for Apple Silicon and Intel Macs and require macOS 12.0 or later. Linux users are directed to the Unix download page, while Android binaries are linked from a separate Android download page.

Who it's for

VICE is best for people who want to run software written for classic Commodore 8-bit computers and value coverage of multiple machines, particularly C64 users who benefit from the detailed video and sound emulation. Its disk options, joystick input, monitor interface, and timing focus also suit users working with Commodore software rather than seeking a general-purpose or arcade emulator.

It is a less certain choice when a specific project depends on C64DTV, C128, PET, PLUS4, SCPU64, or CBM-II emulation, since those emulators remain under construction. The no-warranty terms and spare-time support model also make it a poor fit for users who require formal support commitments.

Pros and cons

Pros

Wide Commodore coverage: Eight systems in one package suit users whose software interests span beyond a single machine.
Detailed C64 emulation: VIC-II and SID features, plus processor timing work, are useful for software that relies on hardware behavior.
Flexible disk and input options: Support for up to four external drives, multiple disk sources, and keyboard or host joystick input accommodates different setups.
Free and open-licensed: The GNU GPL v2-or-later license makes VICE accessible without a paid plan.

Cons

Uneven system maturity: Six emulators are under construction and may be less capable than C64 or VIC20 emulation.
No warranty: VICE is supplied without express or implied warranty.
Limited support capacity: The developers work in spare time and direct users to the manual and community-oriented reporting channels.
Platform-specific constraints: macOS requires version 12.0 or later, and Android binaries are provided through a separate download page.

Alternatives

Breadbin466 is another free option for Linux, macOS, and Windows users looking for an emulator; its stated license is MIT, while Commodore ROM images are not covered by that license.

C64 Forever is a Windows-only freemium alternative from Cloanto, a developer and publisher of Commodore and Amiga software since the 1980s.

Power64 is a macOS alternative with a free plan and trial; its single-user license costs 32.00 USD per once, and unregistered sessions are limited to 10 minutes.

VirtualC64 is a free, open-source option for macOS and web under the GNU General Public License.

Frodo is a free option for Linux, macOS, and Windows.

simple-emu-c64 is a free alternative for Linux, macOS, web, and Windows.

Verdict

Choose VICE if you want free, multi-system Commodore emulation and particularly value its detailed C64 timing, video, and sound work. Its breadth and disk options make it a strong fit for classic Commodore software, but users who need dependable capability on C64DTV, C128, PET, PLUS4, SCPU64, or CBM-II—or formal support and warranty—should consider a narrower alternative.
