Overview

Oxand Simeo is an asset portfolio planning platform for organizations weighing condition, risk and long-term investment priorities. It is best suited to infrastructure, property and public-asset managers; Lite offers a small portfolio a free condition snapshot, while the broader planning capabilities sit in paid tiers.

Key features

Simeo AIP brings asset data together to model ageing, risk, cost, climate impact, energy and carbon. Predictive models and multi-scenario simulation help teams compare investment paths, while budget optimisation and sustainability constraints put financial and environmental considerations into the same planning exercise. Multi-failure-mode analysis and executive dashboards support both risk assessment and management-level review. This is a strong fit for organizations making multi-year capital choices, but more than a condition snapshot requires a paid tier.

Simeo Inventory adds full inventory control, bulk import, REST and GraphQL API access, and field inspections through the Simeo GO mobile app. Lite, by comparison, covers portfolio condition and risk but has no simulation. Buyers should distinguish between monitoring a limited portfolio and managing inventory or modelling investment scenarios.

Integrations span IBM Maximo, Infor EAM, CARL Software and SAP PM for CMMS; SAP and Oracle ERP; and GIS, BIM, IoT and SCADA. Native ERP connectivity and API access can help fit Simeo into established asset workflows, though organizations should match required connections and modules to the tier they select.

Security provisions include AES-256 encryption at rest, TLS in transit, mandatory MFA, role-based permissions and enterprise SSO. Managed cloud hosting runs on Microsoft Azure France with EU data residency; Kubernetes-ready self-hosting is also available. The platform operates on ISO 27001-certified infrastructure and is described as aligned with ISO 55001 requirements and the NIS2 directive. Continuous security monitoring, incident response targets, customer notification for security incidents and backups on daily, weekly, monthly and yearly schedules are relevant considerations for organizations with substantial operational assets.

Pricing

Simeo uses a freemium model. Simeo Lite is free and covers up to three buildings without infrastructure setup. It is a practical way for a small portfolio to get a condition and risk snapshot, but it has no simulation and does not include the broader inventory or planning capabilities.

Simeo Inventory is paid, covers unlimited buildings and sites, and has custom pricing. It adds inventory control, bulk import, API access and mobile field inspections, making it the more relevant option for teams that need to maintain a broad asset register.

Simeo AIP is a custom enterprise subscription scaled to portfolio size and selected modules, with no fixed list price. It is the tier for organizations that need predictive modelling, scenario analysis and investment planning; the trade-off is that the cost depends on portfolio and module choices rather than a published rate.

Platforms

Simeo is offered through web and API access, with managed cloud hosting or a Kubernetes-ready self-hosted deployment. The Simeo GO mobile app supports field inspections in the Inventory tier.

Who it's for

Oxand identifies infrastructure operators, real estate and social-housing portfolio managers, utilities, healthcare estates and public asset managers as intended users. Its asset expertise spans 25 years. The platform is most compelling for teams that must connect asset condition and risk to multi-year budgets; organizations seeking only a simple inventory or a small portfolio snapshot may not need AIP's planning scope.

Pros and cons

Pros

Scenario simulation, budget optimisation and carbon constraints bring financial and sustainability priorities into multi-year asset planning.
Inventory includes unlimited buildings and sites, bulk import, API access and mobile inspections.
Managed EU-resident hosting and self-hosting give organizations different deployment options.
Security controls include encryption, mandatory MFA, role-based permissions and enterprise SSO.

Cons

The free Lite tier stops at three buildings and offers no simulation, limiting its value for investment planning.
Inventory and AIP have custom pricing, so buyers cannot compare a fixed subscription price before discussing scope.
Inventory management and the platform's deeper planning capabilities are separated across tiers.

Alternatives

For a broader shortlist, see Capital Planning Software.

Trimble Viewpoint Vista is worth considering when cloud-hosted or on-premises deployment options matter; its price is provided by contacting sales. FMX is another paid option, with personalized quotes based on users and features or custom workflows, and public K-12 pricing based on enrollment with unlimited users.

UpKeep may suit buyers comparing per-user monthly plans: Essential is 24.00 USD per month and Premium is 55.00 USD per month. Siemens Origin is another paid option.

Aurigo Masterworks is described as an enterprise capital program management platform and has no public price stated. Capexplan charges per user per year, with annual totals depending on user count. Oracle Primavera Cloud lists monthly hosted-user plans, including Oracle Primavera Progress Cloud Service at 12.00 USD per month and Oracle Primavera Task Management Cloud Service at 55.00 USD per month. Facilities Planner is another paid option.

Verdict

Oxand Simeo is a strong choice for infrastructure, property and public-asset teams that need to turn portfolio condition and risk into multi-year investment plans. AIP's scenario modelling, budget optimisation and sustainability constraints are the main reasons to choose it; the main reason to look elsewhere is the combination of a narrowly capped Lite tier and custom pricing for the capabilities most planning teams will want.
