Overview

CT-SEDS brings IEP development, referrals and evaluations, service documentation, and other special-education work into one web-based system. Built-in compliance rules and warnings can help staff spot issues while completing documents, while the broader set of workflows serves teams handling more than annual IEP paperwork.

Student records include a document repository that transfers to a new district when the student’s PSIS enrollment district changes. A nightly integration with the Public School Information System passes enrollment district, demographic, and facility-code data, supporting continuity between the systems.

Key features

IEP, evaluation, and service workflows

Alongside IEP and referral/evaluation modules, CT-SEDS includes service plans, service delivery tracking, progress reporting, Section 504 plans, restraint and seclusion, and other special-education processes. This breadth makes it useful for districts coordinating multiple duties in one state system, rather than relying on it for IEP authoring alone.

Family access and language

Parent Connect sends parents email or text links to specific documents; parents do not log in to CT-SEDS. That provides a direct path to selected documents without giving families access to the full system. IEPs and other CT-SEDS documents can be translated into Connecticut’s ten listed languages and printed in the chosen language when finalized.

Reporting, permissions, and support

Indicator and aggregate reports, advanced reporting from available document fields, and a dashboard for upcoming timelines and meetings help staff monitor compliance and caseload tasks. District-assigned roles differentiate access to student data, an important control for systems holding sensitive records.

The state provides a help desk supported by the RESC Alliance, along with user manuals and training. PCG’s in-system Message Center handles specified account updates for a limited number of identified users, so it is a targeted channel rather than a general substitute for help-desk support.

Pricing

CT-SEDS: Free. Connecticut local education agencies receive the system at no cost, making it a practical fit for districts seeking the state’s supported workflow without a software subscription. Medicaid billing and local SIS sync may involve separate costs.

The free access does not buy local control over the system’s design: districts cannot add their own processes or documents. They can, however, upload documents to student records and make templates available to users.

Platforms

CT-SEDS is web-based and accessible from Mac and PC systems and mobile devices; current browser technology is the only operating-system requirement. The platform list includes Android, iOS, macOS, web, and Windows, so staff can use a range of devices without a specialized desktop operating system.

Who it's for

CT-SEDS is best suited to Connecticut local education agencies and authorized staff who need state-defined IEP, evaluation, service, and reporting workflows. It is especially relevant for districts that value compliance prompts, differentiated permissions, and records that follow a student across enrollment districts.

It is a poor fit for districts that need to create custom workflows or add locally designed forms as system processes. Uploads and shared templates offer some flexibility, but they do not change the state-defined system.

Pros and cons

Pros: No-cost access for Connecticut local education agencies lowers the software cost of core special-education workflows.
Pros: Compliance guidance, service tracking, progress reporting, and timeline alerts support work beyond IEP drafting.
Pros: Student repositories transfer when the PSIS enrollment district changes, while nightly data integration keeps key enrollment and demographic details aligned.
Pros: Parent Connect links and document translation give families ways to receive documents without a CT-SEDS login.
Cons: Districts cannot add their own processes or documents, limiting adaptation to local practice.
Cons: Parents receive links to specific documents rather than signing into the system directly.
Cons: Medicaid billing and local SIS sync can carry separate costs despite the free system access.

Alternatives

For a different IEP workflow, compare the IEP Management Software category. CollaboratED is worth considering for teams seeking a freemium option with a free Starter plan, stakeholder access, learning-plan hosting, AI SPED Expert (Eddy), SIS/LMS interoperability, and Android, iOS, and web support.

IEP Pilot may suit buyers considering a freemium web option with a free plan and pay-as-you-go IEP goal generation. SameGoal Special Education is a paid alternative with a free trial and Android, iOS, and web access. IEPWriter is another paid option, with school pricing based on district special-education student count and a separate college/university plan.

SyncIEP may fit educators seeking a paid web plan for one caseload, while its district plan uses custom pricing. PowerSchool Behavior Support is a paid alternative with pricing handled through a demo request. SEIS is a paid option managed and maintained by CEDR Systems, a department of the San Joaquin County Office of Education. SIRAS is another paid web-based alternative.

Verdict

Connecticut districts should choose CT-SEDS when they want state-defined special-education workflows, compliance support, reporting, and student records at no system charge. Its breadth and state integration make it the strongest fit for agencies working within Connecticut’s established processes; districts that need to customize those processes should look elsewhere.
