Overview

Elgg is a foundation for campus social networks, private organizational communities, and company communication tools rather than a hosted service you simply switch on. Its plugin architecture can adapt both application behavior and presentation, while granular content policies support intranets and other restricted spaces. That makes it a strong candidate when requirements are distinctive or privacy boundaries matter. It is a weaker fit for a small team seeking a managed community product with no server administration.

Key features

Plugin extensibility: Hooks and events allow plugins to extend or modify much of an application's functionality and behavior. The community repository offers more than 1,000 open-source plugins, providing useful building blocks, although selecting, maintaining, and reconciling extensions requires technical ownership.
Custom presentation: Elgg's view system lets plugins collaborate on presentation and supports custom themes. Teams can align the interface with their organization instead of accepting a fixed front end.
Private spaces and permissions: Granular access policies are designed for private networks and intranets. Groups provide a way to organize members, and the file-storage API lets plugins store and serve user-generated files.
Integrations and notifications: RPC web services connect external applications and mobile clients, while on-site and email notifications can be connected to third-party services. This is useful for a broader communications stack, but integrations still need implementation work.
Security foundations: The framework includes anti-CSRF validation, strict XSS filtering, HMAC signatures, and password hashing using current cryptographic approaches. Those safeguards are valuable starting points, not a substitute for secure deployment and plugin governance.

Pricing

Plan	Price	What it means
Free	Free	Free to download, install, and use

The free plan is the product: there are no paid tiers or seat quotas stated. The full framework with core plugins is under GPLv2. The framework without plugins is also available under MIT, but that MIT release excludes the mod directory containing Elgg's plugins, so teams choosing it give up the bundled plugin contents. Composer is recommended as the simplest installation and maintenance route; a pre-packaged ZIP is also supported. An installation needs a database and a configured cron job for background tasks such as notifications and database cleanup.

Platforms

Elgg is available as a web application, through APIs, and as self-hosted software. The self-hosting model gives administrators control over infrastructure and data, but the organization must provide the server environment, updates, backups, and operational monitoring. Documentation, tutorials, an API reference, community discussions, technical forums, professional service providers, and third-party hosting listings provide routes to help; the project does not officially endorse those hosting companies.

Who it's for

Elgg is aimed at universities, schools, colleges, organizations, and companies building a community around their own workflows. Choose it when private access rules, custom themes, specialized plugins, or integrations justify owning the stack. Avoid it when you lack technical staff for Composer-based installation, database and cron configuration, and plugin maintenance, or when you want a turnkey hosted community.

Pros and cons

Pros

No license charge: Downloading, installing, and using the software costs 0.00 USD.
Deep control: Hooks, events, views, themes, and granular permissions support substantial behavioral and visual tailoring.
Useful ecosystem: More than 1,000 open-source plugins, documentation, and professional support options shorten the path from framework to community.
Private-community fit: Access policies, groups, files, and notifications cover core needs for intranets and organizational networks.

Cons

Operational burden: Self-hosting requires a database, cron configuration, installation work, and continuing maintenance.
Technical decision-making: Extensibility brings integration and plugin-selection work rather than a predetermined feature set.
MIT package limitation: The framework-only MIT release excludes the plugin contents in mod, so licensing choice affects what is included.

Alternatives

Consider NodeBB when you want a freemium community platform with hosted-style plans, a free trial, and a Starter tier at 20.00 USD per month with 50,000 pageviews and 5GB storage. HumHub is a sensible alternative for self-hosted users wanting an AGPLv3 Community Edition, module marketplace access, and community support.

Circle suits teams that prefer a paid, managed product: its Professional plan is 89.00 USD per month on annual billing, with unlimited members, 20 spaces, and 200GB storage. Discourse is another open-source, self-hosted choice, with a free plan covering unlimited members, two staff seats, and 500,000 monthly page views. Geneva is a free web, Android, and iOS option centered on group chats and community features.

Heartbeat is for paid mobile communities and offers a Build plan at 49.00 USD per month for 350 members plus channels, courses, events, documents, and landing pages. ProfileGrid fits self-hosted web users seeking a freemium core with 90-plus features and paid extensions. BuddyBoss Platform is a WordPress-oriented freemium alternative, with a free platform and a Platform Pro plan at 99.00 USD per year.

Verdict

Choose Elgg if you need a no-license-cost foundation for a private or specialized community and have the skills to operate and customize it. Its strongest reason to choose it is control across permissions, plugins, themes, and integrations. Look elsewhere if your priority is a managed launch with minimal infrastructure work.
