Overview

Terraform is an infrastructure-as-code tool for managing cloud and on-premises resources through human-readable HCL configuration. It suits practitioners who want a reviewable path from infrastructure changes to deployment, and teams that need shared remote workflows. Its strongest distinction is that it can start as a free command-line tool and extend into hosted collaboration or self-managed enterprise deployment.

Writing configuration, reviewing an execution plan, and applying approved changes separates proposed changes from execution. That checkpoint is useful for teams managing consequential infrastructure, though it does not replace security controls: providers and modules can access workspace variables and state, so they require trust.

Terraform fits Infrastructure as Code Tools, Cloud Orchestration Software, Cloud Management Software, IT Configuration Management Software, Infrastructure Policy as Code Tools, and Platform Engineering Software.

Key features

Plans, providers, and reusable modules

Terraform’s execution plan gives practitioners a chance to review intended infrastructure changes before applying them. Providers connect configurations to services through APIs, with Registry options for AWS, Azure, Google Cloud, Kubernetes, GitHub, and Splunk. The supported cloud list also includes Oracle Cloud Infrastructure. This breadth makes Terraform relevant across mixed environments, though each provider is a dependency to vet rather than a guarantee of uniform behavior.

Modules package reusable infrastructure configurations, which users can find or publish in the Terraform Registry. That supports shared patterns across projects instead of rebuilding configurations, but module trust matters: trusted providers and modules can access workspace variables and state.

Remote collaboration and governance

HCP Terraform can run Terraform remotely, connect to GitHub, GitLab, and Bitbucket, and trigger plans when repository changes occur. Its API offers another integration path. Remote state is encrypted at rest; workspaces, single sign-on, and role-based access controls support shared administration. These features address collaboration and access needs that a downloadable command-line tool alone does not provide.

HCP Terraform and Terraform Enterprise support Sentinel policies for infrastructure standards and security rules. HashiCorp cautions that policy-as-code is a guardrail, not a security boundary, so organizations should not treat policy enforcement as a substitute for controlling provider and module trust.

Existing infrastructure and editor support

Terraform supports importing existing resources, drift detection, policy as code, and both local and remote state management. Those capabilities suit teams bringing existing environments under management and tracking differences between declared and actual infrastructure. HashiCorp provides downloads and installation instructions for Windows, macOS, and Linux, plus a Visual Studio Code extension and a language server for editors that support the Language Server Protocol.

Pricing

Terraform has a free command-line edition and a free HCP Terraform tier, with paid HCP tiers priced by managed resource and a self-managed enterprise option. The distinction matters: the command-line edition is free to download, while HCP’s free tier has explicit resource and concurrency caps.

Plan	Price	What it includes
Terraform Community Edition	0.00 USD per free	Free downloadable command-line tool; provision infrastructure on any cloud provider.
HCP Terraform Free	0.00 USD per free	No charge; up to 500 managed resources, with 1 remote run and 1 agent run concurrently.
HCP Terraform Essentials	0.10 USD per month	Starting at $0.10 per month per resource, rated hourly at $0.00013 per hour; pay-as-you-go, per managed resource.
HCP Terraform Standard	0.47 USD per month	Starting at $0.47 per month per resource, rated hourly at $0.00064 per hour; contact sales for pricing details; includes HCP Waypoint.
HCP Terraform Premium	0.99 USD per month	Starting at $0.99 per month per resource, rate hourly at $0.00135 per hour; contact sales for pricing details; includes HCP Waypoint.
Terraform Enterprise	Custom pricing	Contact sales; self-managed, customizable resource limits, premium support included.

HCP Terraform Free is suited to small teams that can stay within 500 managed resources and one concurrent remote and agent run. Essentials is the pay-as-you-go step up, but its per-resource charge makes resource count central to cost. Standard and Premium raise concurrent run capacity and include HCP Waypoint, with Premium offering the highest stated capacity. Their listed starting rates are per resource, and sales contact is required for pricing details.

Separate plan summaries give Free at 500 managed resources, 1 concurrent remote run, and 1 concurrent agent run; Essentials at unlimited resources, 3 concurrent remote runs, and 1 agent run; Standard at unlimited resources, 10 remote runs, and 10 agent runs; and Premium at unlimited resources, 200 remote runs, and 300 agent runs. These caps make the free tier a bounded entry point, while Essentials’ stated resource allowance is unlimited. Terraform Enterprise is the fit for organizations requiring self-managed deployment and customizable limits; it has custom pricing and includes premium support. Its installation options include air-gapped and active-active architectures.

Platforms

Terraform is available across API, Linux, macOS, self-hosted, web, and Windows environments. The official command-line downloads cover Windows, macOS, and Linux; HCP Terraform provides remote execution, while Terraform Enterprise supports self-hosting.

Who it's for

Terraform Community Edition suits practitioners who want a downloadable tool to provision infrastructure across cloud providers. HCP Terraform’s free features are aimed at small teams; its paid collaboration and governance features better fit larger organizations coordinating plans and access. Enterprises with deployment constraints or a need for customizable resource limits can consider Terraform Enterprise. It is less suited to teams that expect policy guardrails alone to secure their infrastructure or cannot manage trust in third-party providers and modules.

Pros and cons

Pro: The plan-before-apply workflow gives teams a defined review point before infrastructure changes are made.
Pro: Providers and reusable modules support work across multiple named cloud and service ecosystems, with import and drift detection for existing resources.
Pro: HCP Terraform adds repository-triggered remote plans, encrypted remote state, workspaces, single sign-on, and role-based access controls.
Con: HCP Terraform Free caps usage at 500 managed resources and one concurrent remote and agent run each.
Con: Providers and modules can access workspace variables and state, making trust and review an operational requirement.
Con: Sentinel policies are guardrails, not a security boundary; organizations still need broader security controls.

Alternatives

Pulumi is another freemium option with a free plan for one user and unlimited projects, stacks, environments, updates, and history, making it worth considering when those stated free-tier allowances matter.

Terramate may suit a small team looking for a free tier capped at two users and 1,000 resources, with 30-day data retention and community support.

Cloudify offers a free Community edition with no time limit, but requires Docker or VM setup and access to a cloud provider to run workloads.

Spacelift is an option for teams whose stated free-tier allowance of two users and one public worker fits their needs.

OpenTofu is a free infrastructure-as-code alternative for readers seeking an option available on Linux, macOS, self-hosted, and Windows platforms.

Scalr may fit teams that prefer a run-based model, with up to 50 runs per month free and business usage priced at $0.99 per run with volume discounts.

AWS CloudFormation is worth considering for AWS-focused readers: the service itself is free, while underlying AWS resources are billed at their own rates.

env0 offers a free tier with up to 250 runs per month, 30 active environments, one concurrent run, and unlimited users and agents.

Verdict

Terraform is a strong choice for practitioners and teams that want reviewable infrastructure changes, broad provider and module options, and a path from free command-line use to hosted collaboration or self-managed enterprise deployment. Choose it when that workflow and deployment flexibility outweigh the need to manage resource caps, paid per-resource costs, and dependency trust. Look elsewhere if those security and capacity considerations do not fit your operating model.
