Overview

LocalGov Drupal is an open-source CMS built by councils and suppliers for local government. It is best suited to UK and Irish councils with the development capacity to shape and maintain their own web platform. Its council-specific publishing tools offer a strong starting point, but implementation and upkeep remain the council’s responsibility.

Key features

Content and publishing

The CMS supports subsites, service pages, directories, guides and step-by-step content, alongside news, events, alert banners, HTML publications and election information. That breadth gives teams structures for many recurring public-service publishing needs, rather than a generic page-and-post setup. Flexible components, patterns, styles and callouts help teams assemble pages consistently; service contacts, revisions and shareable preview links support review before publication.

Optional workflow tools add roles and permissions, moderation, approval dashboards, scheduled publishing, review dates and revision records. These controls can make governance across teams more deliberate, but councils need to configure and operate the process. They are less useful to an organisation looking for a simple website with little editorial administration.

Accessibility and connections

Content and functionality are designed to meet or exceed WCAG 2.1 level AA, and the platform supports multilingual publishing and document management. These capabilities suit councils with accessibility and language needs, while still leaving implementation and content decisions to the organisation.

Drupal’s REST and JSON:API tools and module ecosystem can connect the platform with forms, payments, CRM, case management, identity providers, mapping and directories. This gives development teams room to connect council services, though it also makes technical capacity central to getting the most from the platform.

Sites and development

LocalGov Drupal Microsites lets councils run multiple distinct websites from one platform; more than 50 microsites are live. A scalable base theme and sample Scarfolk subtheme provide a foundation for customization. The distribution includes a quick-start install, modular architecture, automated testing and automated coding-standards checks, useful foundations for teams maintaining a tailored implementation.

Local installation uses Composer, with DDEV or Lando recommended, and Drupal 11 is supported on the 4.x branch. A council still needs development resources, appropriate hosting and ongoing security updates. An Invuse penetration test was commissioned in early 2023, with recommendations documented by the project; that does not remove the council’s own security-maintenance obligations. Community support includes technical Slack channels, a weekly Thursday technical drop-in and weekly Merge Tuesdays.

Pricing

LocalGov Drupal CMS: Free. The GPL2 open-source platform is freely available to all UK and Irish councils. There is no paid plan described, but free availability is not the same as a hosted, ready-to-run council website: development, hosting and ongoing maintenance still need resourcing. This suits councils able to provide that capacity; those seeking a managed service may prefer a paid alternative.

Platforms

LocalGov Drupal is available as an API, self-hosted platform and web platform. Self-hosting gives councils a route to manage their implementation, but brings hosting and security upkeep with it.

Who it's for

This is a strong fit for councils in the UK and Ireland that need structured resident-facing publishing, multilingual content, document management or multiple websites, and have development capacity to implement and maintain Drupal. Councils without that capacity, or those wanting a turnkey hosted site, should look for a service that includes more of the operational burden.

Pros and cons

Pros: Council-focused content types cover a broad range of public-service publishing needs.
Pros: Optional workflow controls, revisions and preview links support editorial oversight across teams.
Pros: Multilingual publishing, document management and WCAG 2.1 level AA design address important council website requirements.
Pros: Microsites support many distinct council websites from one platform.
Cons: Councils must arrange development, suitable hosting and security updates, so the free platform still requires ongoing resources.
Cons: Drupal installation and customization call for technical capacity, making it a poor fit for teams seeking a ready-hosted site with minimal administration.

Alternatives

For a directory of options, browse Government Website Builders. Choose Digital Place if you want a paid platform with feature-pack subscriptions and all-inclusive SaaS pricing. Jadu Central is a paid option with pricing available by request and demos offered. OpenCities uses a population-based subscription, with the price not stated.

Town Web starts at 99.00 USD per month, with the exact price quoted, a contract-term price and a nominal one-time build fee that may be spread across the contract. Council Platform is another paid option, with monthly licence tiers tied to page-view bands. Contensis for Councils has paid plans including Starter from £920 per month, with 200GB bandwidth, 50GB storage, five concurrent users and one project; consider its plan details if those stated allowances match your needs.

WPPersona Government Website CMS offers paid monthly tiers with stated usage caps, from $83/mo for up to 5,000 to $499/mo for up to 100,000. Municipal Impact has paid monthly and annual plans, including Tier 1 for populations of 1–1,500; its monthly option can be cancelled anytime and both plans have a one-time setup fee.

Verdict

LocalGov Drupal is a compelling choice for UK and Irish councils that want a council-oriented publishing framework, strong editorial governance options and the flexibility to run multiple sites without a licence charge. Choose it when your team can handle development, hosting and security maintenance. Look elsewhere if you need a managed, turnkey website and cannot commit those resources.
