Overview

NeoCD/SDL ports the NeoCD NeoGeo CD emulator to SDL and runs many original NeoGeo CD games. It suits players who have a legitimate BIOS and are comfortable with emulator setup. Its free price is useful, but BIOS and reuse restrictions sharply limit who should choose it.

Key features

Two players can each use a keyboard or a separate joystick, making it a fit for local play with distinct controls. Keyboard shortcuts handle fullscreen, video effects, frameskip, sound, screenshots and quitting. These options provide practical playback controls, though they do not remove the work of configuring the emulator and its required system ROM.

NeoCD/SDL needs an uncompressed 512kb BIOS file named neocd.bin. The documentation says users are not entitled to a copy of the copyrighted BIOS unless they own an original NeoGeo CD console. Players without that console should look elsewhere rather than assume that a free emulator also supplies the system software.

Downloads include source and binary files. Building on Windows requires MinGW, MSYS, SDL development libraries and NASM; Linux builds require SDL source and NASM. That makes the source option most relevant to technically confident users, not people seeking a turnkey installation. The program is provided without warranty, including implied warranties of merchantability or fitness for a particular purpose.

Pricing

Plan	Price	Terms
Free	0.00 USD per free	Selling is not allowed; source-code reuse and technical knowledge are limited to non-commercial purposes; requires an original NeoGeo CD BIOS.

There are no paid tiers to weigh against the free plan. Free means no software charge, not unrestricted commercial use: selling is prohibited, and reuse of the source code or technical knowledge is limited to non-commercial purposes.

Platforms

NeoCD/SDL is presented for Windows and Linux, while the repository says it can compile and run on Windows, Linux, BeOS and Dreamcast. The project page also lists ports for Xbox and PlayStation 2. The SDL portions were written in 2001 and 2003–2004, so the documented platform range includes older systems rather than promising a modern, uniform setup.

Who it's for

Choose NeoCD/SDL if you want a free NeoGeo CD emulator, can supply the BIOS under the stated ownership condition, and value two-player keyboard or separate joystick input. It is a poor fit if you lack an original console, need commercial reuse rights, or want warranty-backed software. Builders should also be prepared to install the platform-specific dependencies.

Pros and cons

Pro: It runs many original NeoGeo CD games without a purchase price, making it a no-cost option for eligible users.
Pro: Separate keyboard or joystick input for each of two players supports local multiplayer.
Pro: Fullscreen, video-effect, frameskip, sound and screenshot shortcuts give players several useful controls.
Con: The required BIOS is not included, and the documentation ties entitlement to an original NeoGeo CD console.
Con: Build dependencies add setup work, particularly for users choosing source builds.
Con: Selling is prohibited, non-commercial limits apply to reuse, and the program carries no warranty.

Alternatives

Neo Geo Emulators is the broader list to consult when you want to compare options before settling on one emulator.

Virtual Jaguar is a free emulator core spanning Android, iOS, Linux, macOS, web and Windows; choose it for that wider platform range if you can use a libretro frontend such as RetroArch.
NeoDS is another free emulator whose code is limited to non-commercial use; consider it if you are comparing free options with similar reuse limits.
GnGeo is Linux-only and requires SDL 1.2.x, libz and a NeoGeo BIOS, with commercial use of the whole program forbidden; it is a Linux alternative, but it does not avoid the BIOS hurdle.
DOSBox PSP is a free PlayStation Portable port of DOSBox with PSP patches; choose it for DOSBox on that handheld rather than NeoGeo CD emulation.
DREAMNEOCD is another free option with a non-commercial reuse limit; compare it if that restriction is acceptable.
NeoCD/PS2 is free software for self-hosting and requires a NeoGeo CD BIOS that is not provided; consider it if you specifically want a PlayStation 2-oriented option and already have the BIOS.
NeoCD/SDLx Unleashed is for original Xbox and reads original NeoGeo CDs in ISO9660 format; choose it for that hardware and disc-based use.
NeoRAGEx is a free Windows emulator with games and BIOS not included; consider it if Windows is your target and those omissions are acceptable.

Verdict

NeoCD/SDL is a sensible free choice for technically comfortable NeoGeo CD players who have the required BIOS and want two-player input. Its controls and source availability are useful, but the BIOS condition, non-commercial reuse rules, build setup and lack of warranty make it the wrong choice for users seeking a ready-to-run or commercially reusable solution.
