Overview

Pulumi supports AWS, Azure, Google Cloud, and Kubernetes, alongside providers such as Cloudflare, Datadog, and GitHub. It covers policy as code, drift detection, and importing existing resources, making it relevant both for new infrastructure and for bringing existing resources under management.

Teams can use Pulumi-managed state or configure the CLI to store state in S3, Azure Blob, GCS, or local storage. The CLI is documented for Windows, macOS, and Linux, and self-hosted execution is supported. Pulumi ESC centralizes secrets and configuration from major vaults and cloud providers, with short-lived credentials through OIDC. Pulumi states that its platform is SOC 2 Type II certified.

Key features

Infrastructure code in familiar languages

TypeScript, JavaScript, Python, Go, .NET, and Java let teams express infrastructure in general-purpose languages; YAML and HCL are also supported. That flexibility suits teams that want infrastructure definitions in languages their engineers already use. Teams seeking a single, dedicated configuration approach may prefer a tool centered on that model.

Deployment and governance

Pulumi Deployments integrates with services including GitHub, GitLab, Jenkins, CircleCI, Azure DevOps, and Google Cloud Build. That range gives teams options for connecting infrastructure updates to existing CI/CD workflows. Pulumi Neo can plan and execute infrastructure tasks, debug deployments, generate code, and provide cloud insights.

Policy as code and drift detection add governance and visibility to infrastructure management. Enterprise includes conformance packs for CIS, CIS Kubernetes, CMMC, HITRUST, ISO 27001, NIST, and PCI DSS. Those controls are most relevant to organizations that need defined compliance frameworks; they come with the highest-priced plan.

Pricing

Pulumi has a freemium model, with a free plan and paid plans starting at $40/mo. The free plan includes one user, unlimited projects, stacks, environments, updates, and history, plus up to 500 workflow minutes. It is a useful starting point for an individual, but the single-user allowance and workflow cap make it a poor fit for a team relying on frequent automated deployments.

Free: 0.00 USD per free. One user, unlimited projects, stacks, environments, updates, and history; up to 500 workflow minutes.
Essentials: 40.00 USD per month, billed $40 /month. Includes 40 Credits, up to 500 managed resources, and unlimited users. A reasonable step up for a small team needing multiple seats, but the resource ceiling remains modest.
Pro: 400.00 USD per month, billed $400 /month. Includes 400 Credits, up to 2,000 managed resources, and unlimited users. It raises the managed-resource allowance substantially, at a tenfold increase over Essentials.
Enterprise: 2000.00 USD per month, billed $2,000 /month. Includes 2,000 Credits, up to 4,750 managed resources, self-hosting available, and the enterprise conformance packs. It is aimed at larger or governance-focused organizations, but its price is a substantial commitment.

Every edition includes access to the support agent and ticket submission. Standard support is included with Enterprise contracts of at least one year. Pulumi also offers a free trial. The published plan limits make resource needs worth checking before choosing a tier.

Platforms

Pulumi lists API, web, Windows, macOS, Linux, and self-hosted platforms. CLI installation is documented for Windows, macOS, and Linux, and self-managed state backends include S3, Azure Blob, GCS, and local storage. The combination suits teams that want control over state storage or execution rather than relying exclusively on hosted workflows.

Who it's for

Pulumi is a strong fit for engineering teams that want infrastructure as code in general-purpose languages, need to work across cloud and service providers, or want policy, drift detection, and deployment integrations in one workflow. Its free tier can serve an individual or a small evaluation. Teams with multiple users can move to Essentials, while Pro and Enterprise make more sense as managed-resource needs or governance requirements grow.

It is less suitable for users who need a broad team allowance without a paid plan, or for organizations whose resource needs exceed a tier's cap without moving up in price. Teams that do not want infrastructure expressed as code in these languages, YAML, or HCL should consider alternatives aligned with their preferred workflow.

Pros and cons

Pros: Broad language support gives engineering teams several ways to define infrastructure, including mainstream programming languages.
Pros: Provider coverage, CI/CD integrations, drift detection, and import support address a range of infrastructure workflows.
Pros: Self-managed state backends and self-hosted execution provide deployment and storage flexibility.
Cons: Free is limited to one user and 500 workflow minutes, restricting its usefulness for collaborative or automation-heavy work.
Cons: Paid tiers cap managed resources, and Pro and Enterprise cost 400.00 USD and 2000.00 USD per month respectively.
Cons: Standard support is included only with Enterprise contracts of at least one year.

Alternatives

Terraform is worth comparing for readers who want another freemium infrastructure tool; its free plan allows 500 managed resources, one concurrent remote run, and one concurrent agent run.

Cloudify may suit readers looking for a free community plan with no time limit, provided they can set it up on Docker or a VM and have cloud-provider access to run workloads.

Cloud 66 is an alternative for teams whose needs match its free allowance of one server, one static site, and five deployments per 24 hours.

CloudBolt offers a free CMP plan with core capabilities for up to 100 resources, a fit for readers whose needs fall within that limit.

Juju is a free open-source orchestration engine from Canonical for readers seeking an option with no paid plan.

Canonical OpenStack is a free, open-source alternative based on upstream OpenStack code.

Cloudforet offers a free, self-hosted open-source platform for readers comfortable with that deployment model.

Cycloid has a free SaaS plan for up to five users and one workspace, with blueprints, forms, orchestration, RBAC, SSO, and MFA.

Verdict

Choose Pulumi if your engineering team wants to manage infrastructure through familiar programming languages, connect deployments to existing CI/CD services, and retain options for state storage and execution. Its strongest case is the combination of language flexibility and infrastructure controls; its main drawback is that collaborative use and larger resource footprints quickly bring plan limits and significant monthly costs into play.
