Overview

Skills Base is a workforce skills platform built around verified capability, role needs and certification status. It is best suited to organizations managing frontline or operational teams, especially when readiness and skills gaps need to inform staffing and development decisions. Its strongest case is the link between workforce skills and work requirements; the free plan’s strict structural limits make it a poor fit for a full organizational rollout.

Key features

Skills and capability management

Organizations can create skills taxonomies, map skills to roles and teams, assess capability and report gaps. This gives managers a framework for comparing what work requires with the skills employees have verified. Career pathways, internal mobility and workforce planning are also supported, though Skills Base does not offer skills inference.

Free includes unlimited assessments, Skill Matrix Reports and Skill Data Templates, but caps use at 25 people and 250 skills and provides no locations, teams or qualifications and certifications. That can suit a small-scale evaluation, but the missing organizational structure makes it hard to represent a complex workforce. Teams adds proficiency targets, custom fields and bulk import, giving organizations more control over how they define and maintain skill records.

Readiness, integrations and security

By connecting required work with verified skills, Skills Base can help teams target development and assign qualified people. A REST API supports connections with HR, learning and other organizational systems. Enterprise adds SAML 2.0 single sign-on compatible with Microsoft Azure Active Directory, Okta, One Login and Google G Suite, which makes it the more relevant tier for organizations standardizing access through an identity provider.

The maker describes AI as optional: Enterprise includes optional AI, while Ultimate also offers an optional MCP Server. The security commitments include GDPR processing principles, ISO 27001-aligned controls, encryption in transit and at rest, and auditable interaction logs. Customers can choose AWS hosting in the USA, Australia or Germany. Standard ticket support is available around the clock on weekdays; a tailored engagement model adds support including video calls. The SLA applies to current paid-license holders, not Free users.

Pricing

Skills Base uses a freemium model, with a free plan and paid plans billed per person per month. The paid tiers are a clearer fit once the free caps or missing organizational features become constraints.

Plan	Price	What it includes	Best fit
Free	0.00 USD per free, Free Forever	Up to 25 users and 250 skills; unlimited assessments, Skill Matrix Reports and Skill Data Templates	Small-scale evaluation or a limited skills register, provided locations, teams and qualifications are not needed.
Teams	2.25 USD per month, per person / month	No maximum users or skills; 2 locations; proficiency targets, bulk data import, API access and custom fields	Growing teams that need more capacity and structured capability targets, but can work within two locations.
Enterprise	4.00 USD per month, per person / month	No maximum users, skills or locations; SSO, competency analysis reports, multiple roles, scheduled reporting, fixed assessment dates and optional AI	Organizations needing broader deployment, identity integration and recurring analysis.
Ultimate	Custom pricing, billed on request	Enterprise plus training allocation and analysis, career mobility insights, capability targets, optional AI and MCP Server	Organizations that need these additional planning capabilities.

A free trial is offered. The free tier has no SLA coverage, while paid-license holders with a valid, current license are covered by the SLA. The published paid prices are per person per month; Teams’ two-location limit is an important constraint before choosing it for a distributed operation.

Platforms

Skills Base is available on the web and through an API. The API is included in Teams, while REST API access supports integrations with organizational systems.

Who it's for

Skills Base is a good match for frontline and operational organizations that need to connect role requirements, verified skills and certification status, then use gaps to guide training or staffing. Teams is the practical starting point for organizations that have outgrown the free caps but need only two locations. Enterprise is better suited to wider deployments that require SSO, additional locations or scheduled reporting. It is less compelling for individuals or teams seeking skills inference, or for organizations that need locations and qualifications represented without moving beyond Free.

Pros and cons

Pro: Skills mapping, assessments and gap reporting connect capability records to role requirements, making readiness more actionable.
Pro: Teams removes user and skill ceilings and adds proficiency targets, API access and bulk import at 2.25 USD per month per person.
Pro: Enterprise adds unlimited locations, SSO and scheduled reporting for broader organizational use.
Con: Free supports no locations, teams or qualifications and certifications, limiting its value as a live workforce system.
Con: Teams is capped at two locations, so organizations with a broader footprint may need Enterprise.
Con: The SLA excludes free-license holders, and skills inference is not supported.

Alternatives

Compare skills management software if you want to assess the wider category before choosing a platform.

SkillsEngine is worth considering for a free personal skill profile or an API add-on, rather than Skills Base’s team-focused workforce management.
Talentguide offers a free sandbox for up to five seats with skills-gap analysis, development plans and workforce planning; choose it for a small evaluation centered on those features.
Open Skills Management Tool (OSMT) is a free, Apache 2.0 server-based option for organizations that prefer open-source software and self-hosting.
SkillsTX has a free individual plan with a skills profile, career development plan and self-paced SFIA awareness training; it may suit an individual career-development use case.
Skima is free for personal use, with a commercial license available; consider it for a personal-use case.
DevLevelUp offers free individual career tools and a separate free plan for up to five users; it may fit career development at individual or very small-team scale.
TalentGuard has paid plans and a free plan; consider it if you are comparing a paid alternative.
Cornerstone Learning uses custom pricing based on organizational needs and size; it is an alternative for buyers prepared to request a quote.

Verdict

Choose Skills Base if your organization needs a structured view of verified workforce skills against role requirements, with paid tiers that scale from two locations to an unrestricted number. The free plan makes a limited evaluation accessible, but its lack of locations, teams and qualifications, along with no SLA coverage, is a meaningful boundary. Look elsewhere if skills inference is essential or if your needs favor a personal profile, self-hosted software or a different workforce-planning approach.
