The record

Purpose: LibertyBans is a free punishment administration plugin designed to scale to large Minecraft networks and run on single servers with minimal resources.
Punishments: It supports bans, mutes, warnings, kicks, temporary punishments, and corresponding removal commands for players and IP addresses.
Alt accounts: It can automatically enforce IP bans against suspected alternate accounts, show suspected alts with a command, and notify staff when suspected alts join.
Templates and permissions: It supports configurable punishment templates and exemptions, such as preventing trainees from banning admins.
Minecraft platforms: It supports Bukkit, Spigot, Paper, Purpur, Folia, BungeeCord, Waterfall, Fabric, Sponge, and Velocity.
Databases: It can use a local HyperSQL database or remote MariaDB, MySQL, and PostgreSQL databases.
Multi-server support: It supports multiple proxies and instances, including installation on a proxy or on multiple backend servers with synchronization configured.
API: The project provides a developer API as a framework for other plugins.
Security: The project says dependencies are downloaded with secure SHA-512 hashes and that builds are reproducible so checksums can be verified.
Runtime requirement: LibertyBans requires Java 17.
Velocity limitation: For mutes on a Velocity proxy, the project says SignedVelocity must be installed on the proxy and backend servers.
Support: The project directs bug reports to GitHub issues and links to its wiki and Discord support.
License: Most of LibertyBans is licensed under GNU AGPL version 3 or later, and some components use GNU LGPL version 3 or later.
Staff controls: Exemptions can restrict which staff members may punish others, and templates can vary punishment type, reason, and duration.
