The record

Purpose: SkinLibrary lets Fabric server players choose skins from a library using the /skin command.
Vanilla clients: Players can join with a vanilla client and do not need to install the mod.
Skin library: The library can be populated by placing PNG files in a folder, with each filename becoming a skin name.
Commands: Commands include browsing the library, choosing a named or random skin, using a Minecraft account skin or PNG URL, resetting to the account skin, and reloading the library.
Chat browser: The in-chat library is paged and grouped by author, and entries are clickable on Minecraft 1.21.5 and later.
Compatibility: The listing identifies Fabric support for Minecraft Java Edition 1.19.x, 1.20.x, 1.21.x, and 26.2.
Requirements: The listing says a Fabric server, Java 21, Fabric API, and FabricTailor are required.
Integration: FabricTailor performs the skin changes and MineSkin upload; SkinLibrary supplies the curated library and chat browser.
Optional catalogue: An optional HTTP catalogue can be configured with libraryUrl for servers that already run a skin service.
Configuration: Configuration options include whether player and URL skins are allowed, a cooldown, an operator requirement, page size, model type, and command aliases.
Translations: English (en_us) and Polish (pl_pl) are included, and custom language files can be added without rebuilding.
Support: The maker's repository says issue reports request the mod version, Minecraft version, and loader, and asks users to attach the server log.
License: The project is licensed under MIT.
Privacy and security: The listing says no web service needs to be hosted and no API keys are needed for its basic folder-based setup.
