The record

Purpose: Universal Pokemon Randomizer ZX is a fork of the Universal Pokemon Randomizer with new features and support for additional games, including 3DS games.
Downloads: The release page provides a ZIP download that users extract and launch with platform-specific scripts.
Desktop support: Release instructions provide launchers for Windows, Mac, and other Unix-based systems.
Java requirement: The randomizer requires 64-bit Java 8 or higher.
Memory requirement: The documentation says the randomizer needs at least 4 GB of memory when Java's memory setting otherwise limits it below that amount.
3DS support: The tool supports randomizing mainline Pokémon games on 3DS and accepts decrypted CCI, CIA, and CXI formats.
3DS output: For 3DS games, randomized output can be a CXI file or a LayeredFS directory, and LayeredFS can be used with an emulator or a 3DS with custom firmware.
Randomization settings: Options include changing Pokémon base statistics, evolutions, wild Pokémon, moves, and movesets.
CLI: A command-line mode accepts input ROM, output ROM, and settings-file arguments, with optional LayeredFS output and log generation.
Security and trust: The repository identifies the project as GPL-3.0 licensed; the opened project pages do not state security certifications or compliance claims.
Support: The maintainers direct bug reports and help requests to GitHub issues and say they do not take feature requests.
Known issues: The project wiki documents game-specific known issues for the currently released version, including some visual glitches and gameplay quirks.
Intended users: The wiki describes the application as a randomizer for Pokémon game files and provides separate guidance for users randomizing 3DS games.
