ElevenLabs is the best starting point for dubbed audio and cloned voices; HeyGen is the better choice when an on-camera speaker’s mouth must match the new language; Rask AI is built for video localization at volume. For a free, low-control option, eligible YouTube creators can use automatic dubbing in YouTube Studio. The key decision is whether you need a finished video with lip-sync or a new audio track to place in your own editor: those are different jobs, and a real-time voice changer for gaming or calls is not a dubbing studio.

What is the difference between dubbing AI and an AI voice changer?
AI dubbing translates and re-voices existing audio or video, often with a transcript editor, speaker detection, and optional lip-sync. A real-time AI voice changer transforms speech as it is spoken for a stream, game, or call; it does not perform the full translation-and-video-localization workflow described here.
Recommended Free Tools
That distinction matters when searching for the “best AI voice changer for dubbing.” Voice.ai, Voicemod, and Altered AI belong to the real-time or production voice-changing category, not the dubbing-studio shortlist. For an already-recorded podcast, course, or YouTube video, choose a localization product. For a live game stream, choose a real-time changer instead.

How does an AI dubbing tool turn one language into another?
A dubbing workflow typically separates dialogue from background sound, transcribes speech with timestamps, translates the meaning, generates a new voice, fits the new lines to the original timing, and optionally synchronizes visible mouth movements. Fliki’s 2 November 2026 explainer describes this pipeline; ElevenLabs says its Dubbing v2 adapts phrasing and meaning rather than simply translating word for word.
- Dialogue separation and transcription: the system identifies speech, speakers, and timing. Background music, overlapping voices, or noisy recording can make this stage less reliable.
- Translation and localization: translated lines need to sound natural in context, not just reproduce each word. A three-second English line can take four or five seconds in Spanish or Hindi, creating a timing problem even when the translation is accurate.
- Voice generation: the tool uses a selected library voice or a permitted clone of the source speaker.
- Timing and optional lip-sync: audio may be adjusted to fit the original scene; a lip-sync feature alters the visible mouth movement in the exported video.
- Mixing and review: the new dialogue is combined with retained music or effects. Check the transcript and translation before rendering, then review fast speech and cuts where timing errors are easiest to notice.
Errors can compound: a transcription error affects translation, and a translation that runs long can lead to rushed speech or visible sync drift. Treat an automatic dub as a draft, especially for a customer-facing video, a course, or a person speaking directly to camera.
Which AI dubbing tool should you choose?
Choose based on the deliverable first. If the audience sees a speaker’s face, lip-sync can matter more than a larger language count. If the video is narration over B-roll, a good audio dub and an editor may be the more useful combination.
- Need audio for a podcast, narration, or B-roll video? Start with ElevenLabs Dubbing Studio. It returns audio rather than retrofitting lip movement to an existing talking-head video.
- Need a translated talking head with a matched mouth? Consider HeyGen, or Rask AI from Creator Pro upward. Fliki also claims lip-sync.
- Need to localize a library of videos? Rask’s minute-based workflow, speaker detection, and line-by-line script editor suit repeat localization work; compare its current allowance and price with your actual finished minutes.
- Need an inexpensive route for Indic languages? Dubverse is a relevant option for Hindi, Tamil, Telugu, Bengali, Marathi, and mixed scripts such as Hinglish. Check credits carefully: a 50-credit plan at four credits per dubbed minute works out to about 12 minutes.
- Need a free first pass and publish only on YouTube? Try automatic dubbing if your channel and video qualify, but accept that its generated dub cannot be edited.
- Need voice cloning? Confirm the voice-cloning feature is on the plan you intend to buy, and use only your own voice or one you have permission to clone.
There is no reliable one-to-one conversion between vendor credits and finished minutes. ElevenLabs charges credits, Rask meters minutes and can charge enhanced lip-sync at three minutes of quota for each finished video minute, while HeyGen’s public pricing page does not establish a stable credits-per-dubbed-minute figure. Compare a representative project against each plan’s specific quota rather than comparing the headline credit totals.
What are the best AI dubbing tools in 2026?
1. ElevenLabs Dubbing Studio: best for dubbed audio and voice identity
ElevenLabs is the strongest default when the final product can be an audio track that you will add to a video editor, rather than a lip-synced talking-head export. Its Dubbing v2 is described as an audio-to-audio model that carries a speaker’s performance across 90+ languages and accents. The vendor says it preserves voice identity, pitch, and tonality; this is a product claim, not an independent listening-test result.
The Dubbing Studio page lists Free at $0 with 10,000 credits, Starter at $6/month with 30,000 credits, Creator at $22/month with 121,000, and Pro at $99/month with 600,000. Automatic Dubbing v2 allowances listed there are 0.4, 2, 9, and 44 minutes, respectively; extra-minute list prices range from $4.91 to $2.23. Its older v1 watermarked allowances are higher, so do not treat v1 and v2 minute counts as interchangeable. Starter includes Instant Voice Cloning; Professional Voice Cloning is on higher tiers. Paid Starter and above are listed as commercial-use plans in cloning guides, while the free tier is non-commercial. See ElevenLabs Dubbing Studio.
For dubbing v1, guides cite 2,000 credits per minute with a watermark and 3,000 without; Dubbing Studio can use 5,000–10,000 credits per minute. These are different workflows and can consume credits intended for other ElevenLabs features. ElevenLabs does not lip-sync footage already shot: its separate Avatars product is script-to-talking-head, not a fix for a mismatched mouth in existing video. The Dubbing Studio page lists MP4, AAC, AAF, SRT, and per-speaker WAV stems as export formats in a vendor-documentation summary.
2. HeyGen Video Translation: best for lip-synced on-camera video
HeyGen is the clearest fit when the viewer watches a person speak and the dubbed video needs matching mouth movement. The company’s pricing pages list 175+ languages and dialects for Creator; a HeyGen article dated 5 November 2026 claims 177+. Treat those as vendor language-count claims, not independent coverage audits.

The free plan allows three watermarked videos per month, up to one minute each, with limited access to premium features including lip-sync. Creator is $29/month or $24/month billed yearly, includes 600 credits, supports videos up to 30 minutes at 1080p, and lists voice cloning and 700+ stock avatars. Pro starts at $49/month with 1,000 credits, 4K output, and translation-script editing and proofreading. Business is $149/month plus $20 per seat and adds SCORM/LMS, SAML/SSO, and 60-minute videos. HeyGen also lists an iOS app and an avatar studio.
Its strength is a finished video workflow that combines translation, voice, and lip-sync; its main budgeting drawback is that the public pricing page does not supply a stable credits-per-dubbed-minute conversion. Do not assume an “unlimited audio dubbing” claim means unlimited finished lip-synced video. HeyGen lists SOC 2 Type II, GDPR, and CCPA commitments and a contractual no-training-on-customer-data claim on its site; check the terms for the plan and use case you have.
3. Rask AI: best dedicated video-localization workflow
Rask is designed around uploading a video and receiving a localized video, with multi-speaker detection and a line-by-line script editor. Its pricing page lists 135+ translation languages, but voice cloning covers a smaller subset; translation coverage should not be mistaken for clone coverage. Creator Pro and higher include lip-sync, while the entry Creator plan does not.

Late-October 2026 pricing captures listed Creator at $39/month for 25 minutes, Creator Pro at $99/month for 100 minutes, and Business at $249/month for 250 minutes; an annual Creator option was captured at about $28/month billed as $329 per year for 300 minutes. Extra minutes were listed at $3. A competing comparison still showed older, higher amounts, and the vendor had flagged an early-November price change. Regard the $39 and $99 figures as late-October captures, not guaranteed current checkout prices; confirm at Rask’s pricing page. A one-time trial of about three minutes is available, with no ongoing free tier.
Enhanced lip-sync is listed as using three minutes of quota per one finished video minute, so a 25-minute allowance may deliver far less than 25 minutes of enhanced-lip-sync output. Rask is a practical shortlist candidate for agencies, course libraries, or creators with repeat volume and a need to edit scripts, but it is less attractive for a tiny one-off project or someone who needs lip-sync on the cheapest tier.
4. YouTube automatic dubbing: best free on-platform option
YouTube’s automatic dubbing creates translated audio tracks for eligible creators and marks videos as “auto-dubbed.” Viewers can select their preferred audio language. It is free and convenient when the video is staying on YouTube, but it is not a general-purpose dubbing editor: YouTube Help states, “You cannot edit automatic dubs.”
Eligibility can be blocked by videos longer than 120 minutes, little or no speech, an unsupported or undetected source language, speech that is too fast, or copyright claims. The language-pair table is defined rather than unlimited. Some pairs marked with an asterisk can use expressive speech that reflects the original pitch and intonation; examples include English to French, German, Hindi, Indonesian, Italian, Portuguese, and Spanish. If YouTube detects an error, correcting the source-language metadata may allow regeneration.
YouTube’s experimental lip-sync feature is limited to select channels and is enabled in desktop Studio through “Allow experimental lip sync.” It is separate from multi-language audio, where a creator uploads their own dub tracks. YouTube reported that creators using Multi-language Audio saw over 25% of watch time come from views in the video’s non-primary language on average, as of July 2025.

- Flawless 4K@60Hz Video with HDMI: Delivers exceptional clarity and smoothness with its 4K@60Hz HDMI port, making it ideal for high-definition presentations and entertainment. (Note: Only the HDMI port supports video projection; the USB-C port is for data transfer only.)

- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
5. Dubverse: best fit for Indic-language dubbing
Dubverse is a strong candidate for Hindi, Tamil, Telugu, Bengali, Marathi, and mixed scripts such as Hinglish. Later 2026 vendor write-ups claim 60+ languages, though language counts are vendor claims and do not establish equal quality or cloning coverage for every language.
Pro was listed at about $18/month or $9/month billed annually; Supreme was about $30/month or $15/month billed annually. The cited plans have 50 credits, and dubbing is described as four credits per minute, or roughly 12 minutes from 50 credits. That allowance is the important qualification behind an apparently low subscription price. Voice cloning, lip-sync, and multi-speaker features may be on higher or enterprise tiers rather than the entry plan, so confirm the precise tier before building a workflow around them.
Dubverse is better considered for a language-specific creator or business workflow than as the universal cheapest dubbing choice. If the project is short, the credit meter may be workable; if it is a large catalog, calculate finished minutes and any premium-feature consumption before committing.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems6. Fliki: best all-in-one option for video, captions, and dubbing
Fliki combines video creation, dubbing, and captions, and its own materials claim 90+ dubbing languages. It is worth considering when localization is one part of creating a short video, rather than a separate post-production job. The vendor’s roundup ranks Fliki first, so its ranking should be read as vendor-authored rather than independent comparative evidence.
Fliki’s August 2026 material listed a one-time allowance of 100 free dubbing minutes to try the feature and described lip-sync as coming soon at that time. Its current feature and plan availability may differ, so check whether lip-sync is offered on the plan you can purchase now. The free minutes are a trial allowance, not an ongoing monthly free tier.
Fliki can be a convenient single workspace for creators who want generated video assets and multilingual versions together. For a finished talking-head dub, compare its current lip-sync availability and editing controls with HeyGen and Rask rather than assuming that a high language count alone guarantees matching mouth movement.
7. Murf Dub: best for studio voiceovers and e-learning
Murf Dub is aimed at explainer and e-learning production, where a polished voiceover workflow may matter more than cloning the original speaker. A one-time 100-minute free dubbing trial was listed in Fliki’s comparison. Murf voice cloning is sales-led Enterprise, not a self-serve feature on Creator or Business, making it a poor match if the primary need is to clone a voice and dub it without an enterprise sales process.
Murf’s wider studio positioning may suit teams that create narrated learning materials and want to keep voice production and dubbing together. The plan feature to verify is cloning access: having a dubbing product does not mean every subscription includes personal voice cloning. Lip-sync was described as coming soon in an August 2026 feature check, so do not choose Murf on the assumption it can currently retrofit mouth movement to existing footage.

How should you compare prices, minutes, and voice-cloning claims?
A subscription’s headline price is not its effective dubbing cost. Before choosing, map the project to the exact billing unit: credits, ordinary minutes, or enhanced-lip-sync minutes. Add the intended language count and any editing, clone, or export requirement.
- Credit-metered: ElevenLabs’ included v2 minutes and v1 credit rates vary by dubbing mode. Keep separate estimates for Automatic Dubbing and Dubbing Studio, and account for credits used by other features.
- Minute-metered: Rask’s standard minutes are easier to plan, but enhanced lip-sync can consume three quota minutes for each finished minute.
- Opaque conversion: HeyGen’s public price listing gives plan credits but not a stable credits-per-dubbed-minute figure. Avoid forecasting a large project from the credit count alone.
- Per-credit Indic workflow: Dubverse’s cited four-credit-per-minute rate makes the approximate minute allowance visible, but feature tiers can change what the plan actually delivers.
- One-time trial: A trial allowance can help evaluate a sample, but it should not be treated as recurring monthly production capacity.
Voice cloning also has two different thresholds. Instant cloning can start from ten seconds in ElevenLabs’ FAQ, although cloning guides recommend one to two minutes of clean speech for a more useful sample. Professional cloning requires about 30 minutes or more. Use dry speech from one speaker recorded in a quiet room without music; a USB condenser microphone and closed-back headphones can help capture and monitor a cleaner sample, but neither replaces explicit permission.
When is AI dubbing worth it, and when should a person review it?
AI dubbing is most useful for creator, training, and business catalogs where speed and breadth matter and a reviewer can correct a draft. For premium film or dialogue where acting nuance and exact timing are central, human dubbing remains the safer choice. Fliki repeats industry estimates of roughly $75 to several hundred dollars per minute and weeks per language for traditional studio dubbing; these are broad industry ranges, not a rate card. AI tools can produce a first pass in minutes at subscription-scale costs, but human review remains important for polished work.
The business case for localization is not limited to one tool’s language count. CSA Research’s 2020 survey of 8,709 consumers in 29 countries found that 76% of online shoppers prefer to buy products with information in their native language, and 40% will never buy from websites in other languages. In the same study, 73% wanted product reviews in their language, if nothing else, while 66% used online machine translation. Those results concern language preferences and buying behavior, not a guarantee that dubbing alone will improve a particular channel’s outcomes.
A hybrid workflow is often the more responsible professional choice: use AI for the first pass, then have a fluent reviewer check names, idioms, technical terms, timing, and tone. Review the fastest talking-head segments early, since that is where a longer translated line is most likely to strain timing or lip-sync.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do you need permission or disclosure for an AI-dubbed voice?
Clone your own voice or get documented written permission from the person whose voice you are cloning. ElevenLabs says every clone requires verified consent from its owner; its workflow includes rights attestation for instant clones and Voice Captcha for professional clones. Do not clone a celebrity or another identifiable person without authorization.
For US readers, the federal NO FAKES Act had cleared Senate Judiciary in June 2026 but had not passed either chamber as of the October 2026 legal guide; it was a bill, not an enacted federal statute. State rules and rights of publicity can still matter. That guide identifies Tennessee’s ELVIS Act (2024), California AB 2602/1836 (2025), and Washington legislation (2026), so voice-cloning compliance should not be reduced to whether a federal statute exists.

The disclosure must be clear and perceivable without special tools; a machine-readable watermark alone does not satisfy the deployer’s disclosure duty. On YouTube, automatic dubs carry an “auto-dubbed” marker in the description. For content distributed elsewhere, keep a clear disclosure where the law, platform, or context requires it, and make sure it is understandable to the audience rather than hidden in metadata.
How we picked these dubbing tools
This shortlist separates audio dubbing, finished lip-synced video, platform-native automatic dubs, and language-focused services instead of treating them as one interchangeable feature. The criteria are the deliverable, supported translation and cloning scope, transcript or translation editing, speaker handling, free-tier usefulness, plan structure, and whether cloning or lip-sync is actually available at the relevant tier. Product quality, lip-sync accuracy, and translation accuracy were not measured on a shared test clip, and no independent 2026 standards-body MOS or ITU-style listening score comparing these products was identified.
For creators publishing a multilingual catalog, YouTube reported that Jamie Oliver’s channel amplified views by 3x using multi-language audio tracks, and Mark Rober averaged over 30 languages per video for those dubs. YouTube’s examples show the reach of creator-uploaded tracks, not a promised result for every channel. Enterprise customer results such as Wurth Group’s reported 80% translation-cost reduction and a 65-minute presentation dubbed into eight languages in four days are claims published by HeyGen, not independent audits.

How much audio do I need to clone my voice in Spanish or Hindi?
ElevenLabs says an Instant Voice Clone can start from ten seconds, while practical cloning guidance recommends recording one to two minutes of clean speech for an instant clone. A Professional Voice Clone needs around 30 minutes or more; language availability for translation and cloning can differ.
Can I upload my own dubbed track instead of using YouTube automatic dubbing?
Yes. YouTube’s Multi-language Audio is a separate creator-uploaded track workflow, rather than an editable version of automatic dubbing. It gives the creator more control over the translated audio track and its final review.
Does YouTube auto-dubbing work for a video longer than two hours?
No. Videos longer than 120 minutes are among the stated reasons a video may be ineligible, alongside unsupported or undetected source language, very fast speech, and copyright claims.
Is ElevenLabs’ free plan suitable for commercial dubbing?
No. The free tier is listed as non-commercial; the paid Starter plan is the entry point identified for commercial use in the cloning-plan summaries. Check the current license terms for the intended project before publication.
