The record

Purpose: MELR helps NGOs, ministries, agencies and donors collect, track, evaluate and report project results.
Languages and offline use: The platform supports French, English and Spanish, and field collection can work offline with automatic synchronization when connectivity returns.
Evaluation modules: Its evaluation suite includes ex-ante appraisal, OECD-DAC public policy evaluation, PEFA assessment, public finance diagnostics, GEF allocation, debt sustainability analysis and climate budget tagging.
Project management: Project tools include portfolios, logical frameworks, theory of change, milestones, Gantt charts, budgets, disbursements, risks, stakeholders and teams.
Field collection: Field collection offers a no-code form builder and installable mobile PWA with GPS, photos, signatures and offline operation.
Integrations: MELR supports automatic two-way synchronization with KoboToolbox, ODK Central and DHIS2.
Reporting: Reports export to Word, Excel and PDF in formats for USAID, GAVI, the Global Fund, AFD, the European Union, the World Bank and ADA.
Security and privacy: The product page states that MELR provides two-factor authentication, strict isolation between organizations, GDPR data export, a right to be forgotten and an audit log.
Data hosting: Data can be hosted on managed cloud infrastructure or on the customer's own infrastructure, including on-premises deployment.
Notable methodological limit: MELR computes indicators, decompositions and sensitivity but does not produce official ratings or normalisations.
Support and training: Cloud subscriptions include basic support; the maker also states that it provides administrator and user training, deployment support, manuals and built-in help.
Intended users: The maker presents MELR for NGOs, ministries, agencies and donors, with a solidarity rate available for small NGOs and nonprofits.
Data portability: The maker says customers own their data, can export it at any time, and that no data is retained if they stop using the service.
